The best way to ensure that your app supports the minimum Google Play Services version is to target the latest version of the Google Play Services library in your app's build.targetSdkVersion. By targeting the latest version of the library, you are automatically targeting all earlier versions as well. Google Play Services 4.1 is the latest version as of this writing, so you would target that in your app's build.targetSdkVersion.
