Some reasons could be if you want to:

Keep your theme development process simpler
Work with a theme that doesn't have a local.xml file
-Keep your theme more compatible with other Magento installations
-Make your theme more portable (able to be used on different Magento versions more easily)

There are a few instances where you might not want to use local.xml for theme development:

if you need to make changes that are specific to a certain store view, you'll need to use a different XML file
if you're developing a theme that will be sold on the Magento Marketplace, local.xml won't be included in the final package
