Can an industrial revolution and modern technology happen in Tamriel?

I was wondering if it is possible to have an industrial revolution and modern technology in tamriel, or if the races are too primitive? I know that there are some machines in the game, but they are all very basic. I was thinking that maybe if the races were to unite, they could create something like the Dwemer did. What do you think?

I think it's possible, but it would be really difficult. The races are so divided and there is so much magic in the world that it would be hard to make it work.

I don't think so. Remember, in the Elder Scrolls games, magic is a very big part of the world and society. Sure, there are some instances of things like technology in the world (like in Morrowind with the Tribunal), but for the most part, the world seems to rely on magic a lot more than machines.

Think about it this way: if you had the option of using a machine to do something OR using a spell to do the same thing, which would you choose? The spell would probably be more efficient and easier to use, right? So I don't think an industrial revolution or modern technology would be possible in a world where magic is so prevalent.
